$40M Question?? Why isnt Floyd telling the world Manny wont agree to the drug Tests?

Wait... So Manny says he agreed to all Floyd's demands. Then on 24/7 his camp says they agreed to a 7 day cutoff, when Mayweather clearly stated after Shane took the tests all his future opponents would have to do the same. Why does Mayweather now need to come out and say that? I mean didn't Pac's team do that themselves?
