You are basically assuming that the highest possible accomplishment in Jeffries era is worthless, while beating anybody with a pulse in other eras, makes you worthy of greatness! I don't value wins over middleweights as great wins for "the best heavyweights ever". I don't think you would either, especially had it happened today.
I think Hart's claim was pretty dubious, I see little reason to regard it above Maher's, and his overall record is pretty shallow and uninspiring
I think Tony Tubbs is a good shout. He outpointed Bonecrusher Smith and Greg Page who were both beneath championship level because Larry Holmes was the real champion..and Holmes stopped Bonecrusher and he stopped David Bey who beat Page. All of the “belt holders” rank below legitimate champions anyway.
Despite his problems with drugs, he had good victories: Bonecrusher Smith, Greg Page, Alexander Zolkin, Bruce Seldon and a controversial defeat with Bowe.
Who did Hart beat to get his title? I wouldnt put him among the worst but beating Jack Root wasnt exactly awe inspiring imo.
