    He can't say "he's ducking" one minute and then say "he tried to make the fight" the next.

    That is why I ignored. It's like, so which is it? Did he duck or did he try?

    Sure, and when he talked about the negotiations he said it fell through more so because of Floyd. Floyd is flip-floppity, and doesn't like seeing his opponent getting payed a respectable amount of money in comparison to himself. This is why he continuously goes after the low-risk, high-reward fights because he's a businessman that wants to get paid first and foremost. He said Floyd fights the perfect fighters for him and not necessarily the best fighters. Knowing all this, one has to wonder why *****s have such undying loyalty to Mayweather.

    You channeling Floyd yourself, there? I think he clearly means that he didn't really want the fight for a long time, but there was a time where he was willing to negotiate. In this time, however, his urge to fight Pac was not as great as his ability to reasonably compromise. Hence, he ducked but it's a little more complicated then just saying he was scarred or didn't want the fight at all costs. But he clearly burdens the larger share of the blame for it not happening.
