Brewster was a B-level or C-level fighter. Like has been said, he lost to Shufford, Etienne, Liakhovich, he struggled with Meehan badly, He's upper journeyman level.
Foreman was B level in the 90s. Brewster has a better win than Foreman logged in his entire career, and he went through hell to earn it.

Hung out with him. Great guy. Had a great run as champ. Loved to watch all his title fights. His loss to Liakhovich was epic. I have nothing but positives to say about Brewster. But no version of George Foreman in the 90s isn't getting tired and falling down in round five, unable to catch his breath, because he went all out for an early KO, like Wlad did against Brewster. Early 90s George stops Lamon. Late 90s George decisions him. No version of George loses to him.

Brewster beat Wlad closest to his prime. Foreman wouldn’t like that combination of durability and power. He didn’t have the lateral movement to escape. He’d get TKO’d late. I hung out with him at the Rahman-Barrett fight. I interviewed him. Then I sat with him while he spoke to the WBA President. Ruiz was the WBA champ at the time, and WBA's president was trying to talk Brewster into fighting Ruiz. Lamon was all for it. (LOL)
