MANILA, Philippines Filipino champ Manny Pacquiao may have underwent blood testing before his fight against Briton Ricky Hatton but it was done 24 days before the fight, according to boxing Website report.

A report by ***********.coms Rick Reeno said that according to a document copy outlining Pacquiao's blood test for his May 2 fight with Hatton, the test was taken by Dr. Richard Gluckman and sent to Quest Diagnostics on April 8, 2009.

This is 24 days before the fight with Hatton, contrary to claims made by the camp of Floyd Mayweather Jr. that the test was done 14 days before the May 2 fight.

The Mayweather camp used a footage of HBO reality show Pacquiao/Hatton 24/7 to counter Pacquiaos claim that giving blood near the fight affects his performance inside the ring.

The negotiation for a blockbuster Pacquiao-Mayweather fight has went into a deadlock when Mayweathers camp demanded Olympic-style drug testing, insinuating that the Filipino might have been using performance enhancement drugs.

Pacquiao has opposed Mayweather's demand for random blood testing within 30 days of the fight, instead agreeing to take 3 blood tests: the first during the week of the kickoff news conference in early January, the second random test to be conducted no later than 30 days before the fight, and a final test after the fight.

The Mayweather camp, however, claimed that blood testing never weakened Pacquiao, using the 24/7 footage as proof.
This has led to Top Rank promoter Bon Arum saying he might ask the Filipino boxing superstar to tighten the window for a blood test.
Arum said he will only do this once they establish the actual date of the test.

"I will transmit it [word of Pacquiao's '24/7' test] to Manny once [HBO Sports president] Ross Greenburg establishes the actual date of the test in 24/7' and [the Mayweather camp] makes a proposal based on what Ross has come up with," Arum told ESPN.com.

"If that happens, I am sure I can convince Manny [to tighten the testing window], he added.

The mediator who on Tuesday will attempt to resolve the conflicts in negotiations to stage a Manny Pacquiao-Floyd Mayweather Jr. mega-fight March 13 in Las Vegas released a prepared statement Monday saying he's "satisfied all parties are negotiating in good faith."

Retired federal judge Daniel Weinstein is scheduled to preside over the mediation Tuesday in Santa Monica. Weinstein previously bridged the gap in another major divide, bringing promoters Top Rank and Golden Boy together in 2007, a union that helped create several major fights.

Pacquiao, who fights for Top Rank, and Mayweather Jr., who is being handled in these negotiations by Golden Boy, are split most divisively on how to settle a drug-testing protocol. Mayweather's camp originally pushed for both fighters to be subject to random blood tests through fight week. Pacquiao responded harshly to that request, ultimately suing Mayweather and his representatives for defamation for comments that the Filipino star said implied he has used performance-enhancing drugs.

Pacquiao has accepted random urine testing through fight night, and immediately after the bout, as done by the Nevada State Athletic Commission.

"I ... have been asked by representatives of Manny Pacquiao and Floyd Mayweather to mediate certain disputes that have arisen in connection with the negotiation of a bout between the two fighters," Weinstein said in his prepared statement, a copy of which was read to The Times.
Both sides are operating under a gag order until the mediation is concluded, Weinstein announced.

"Neither side is insisting on pre-conditions, and both sides will present their positions in an effort to resolve the dispute," Weinstein said in his statement.

The urgency of a resolution this week is considered critical, since the promoters previously said they were planning to stage news conferences in New York and Los Angeles starting next week. Both fighters also typically train for eight weeks before their bouts.

Pacquiao-Mayweather would be a fight for a world welterweight belt, but is also an anticipated showdown between the men considered to be the world's top two boxers. Mayweather is 40-0, and Pacquiao is poised to win a second consecutive fighter of the year award, having disposed of Oscar De La Hoya, Juan Manuel Marquez, Ricky Hatton and Miguel Cotto.
The bout could become the richest in the history of the sport.

The mediator who worked to strike a deal between Floyd Mayweather Jr. and Manny Pacquiao today attempted to set the record straight as to why negotiations fell apart and why Pacquiao's promoter, Bob Arum, is saying the fight is off.
Mediator Daniel Weinstein, a retired federal judge who listened to the Pacquiao and Mayweather representatives all day Tuesday and continued talks Wednesday, said in a statement released by Mayweather's promoters that the fight unraveled because "the parties could not agree on a testing protocol acceptable to all."
A statement by Mayweather is expected shortly, but Weinstein also noted in his statement that he wanted to correct some "erroneous" news reports of why the talks crashed.
Arum said Wednesday night that Mayweather ultimately didn't want to risk losing, with another source close to the negotiiations saying Pacquiao conceded to allow a blood test 24 days before the fight -- he previously would allow a blood draw only 30 days before the bout -- and sought an apology from Mayweather's team for implying the Filipino star has used performance-enhancing drugs.
Weinstein did not address specifics but made these points testifying to Mayweather's cooperativeness:

-- Both parties participated in the mediation in good faith. Both parties participated in many hours of negotiation, with a number of proposals issued by each side and carefully considered by the parties and their representatives."
-- The mediator himself did not formulate, recommend or issue a mediator's proposal. The mediator did not make an evaluation or finding that any one of the many proposals considered by the parties was the correct protocol.
-- Any attempt to characterize the mediation process as an acceptance or rejection by any of the parties of a mediator's or an arbiter's proposal or of any specific proposal is false.

Weinstein also scolded comments like those by Arum as "violations of the strict confidentiality to which the parties and their representatives agreed and which they authorized the mediator to enforce."
A person close to the negotiations told The Times today that Pacquiao's agreement to allow a blood draw 24 days before the fight fell short of the Mayweather camp's desire for Pacquiao to be tested 14 days before the super-fight that was scheduled for March 13 in Las Vegas.

(Reuters) - WBO welterweight champion Manny Pacquiao will defend his title against Ghanaian Joshua Clottey at Cowboys Stadium in Dallas on March 13, the Filipino's promoter and the Cowboys owner said Sunday.
Pacquiao promoter Bob Arum finalized the deal after talks of a fight with Floyd Mayweather Jr. fizzled out over Mayweather's demand for a rigorous dope testing procedure.

"I have wanted to bring a major boxing event to North Texas for many years, so why not bring in the biggest and the best?" Cowboys owner Jerry Jones said in a statement.

"Manny Pacquiao is boxing's number one pound-for-pound attraction and the world champion," Jones added.

"Manny defending his title against Joshua Clottey is not just a great event, it's a great fight, and one we can showcase to the fullest in Cowboys Stadium. We're going to promote this like it was the Super Bowl."
The new $1.2 billion stadium will seat 40,000 for the pay-per-view bout and Arum said in a statement he was delighted with the venue.
"Manny Pacquiao is the lone star of boxing," he said, referring to the nickname of the state of Texas.

"There isn't a more appropriate place in the world for him to fight."
Pacquiao has a 50-3-2 record with 38 knockouts. He won the World Boxing Organization (WBO) welterweight title with a 12th round knockout of three-time world champion Miguel Cotto.

Clottey has a 35-3 record with 20 knockouts. He claimed the International Boxing Federation (IBF) welterweight title in 2008 by defeating American Zab Judah but lost a split decision to Puerto Rican Cotto last June.

Shane Mosley and Floyd Mayweather Jr. have agreed to terms for a welterweight super fight, Mayweather adviser Leonard Ellerbe said Friday. Later Friday, Mosley signed his contract in Las Vegas, Mosley's attorney Judd Burstein told ESPN.com.
"Shane has signed. I sat with him [Friday] and we went through every provision of the contract and he signed," Burstein said. "He is excited to move forward with the bout."

Mosley will defend his welterweight title against Mayweather on May 1 on HBO PPV at the MGM Grand in Las Vegas.
Mayweather's signature is a formality, according to Burstein and Ellerbe.
"I confirmed with Leonard [on Friday night] that there are no issues," Burstein said.
"All of the deal points have been agreed to," Ellerbe said. "We still have to put pen to paper, but everything is agreed to. It's with the lawyers. Shane is a great fighter, one of the best of his era, and so is Floyd. It's going to be a great fight. It's a fight fans have wanted to see for a long time."
Ellerbe said that he expected Mayweather's paperwork to be completed in the next few days with a formal announcement likely next week.
Financial terms were not disclosed, but Mayweather has the option for an immediate rematch in the event he loses.
The fight came together after an unexpected turn of events.
First, Mayweather became available for a fight three weeks ago when negotiations with pound-for-pound king Manny Pacquiao disintegrated. They had agreed to all terms for a March 13 fight that loomed as the biggest in boxing -- except for a drug testing protocol.
They had agreed to random urine testing, but Mayweather also wanted random blood testing, even though that is not required under the rules of the Nevada State Athletic Commission. Pacquiao agreed only to three blood tests, but none within 24 days of the fight, and the third one immediately after the bout.
Mayweather has alluded to Pacquiao using performance-enhancing drugs, even though he has never produced any evidence, and Floyd Mayweather Sr. has outright said he believes Pacquiao uses.
The rancor over the drug testing issue caused the fight to fall apart and Pacquiao moved on. He will defend his version of the 147-pound title against former titlist Joshua Clottey on March 13 at Cowboys Stadium in Arlington, Texas.
Then Mosley became available two weeks ago. He was scheduled to meet Andre Berto in a title unification bout at Mandalay Bay in Las Vegas on Saturday night. However, Berto, a Haitian-American, withdrew from the bout after eight members of his extended family were killed in the earthquake in Haiti.
Immediately after the cancellation of Mosley-Berto, Mosley and Mayweather -- the former welterweight champ and pound-for-pound king until giving up the mantle during a brief retirement -- began negotiating.
"The negotiations were very cordial and went very smoothly," Ellerbe said.
Mosley has agreed to undergo random blood and urine testing, as has Mayweather, Ellerbe said.
Mosley has admitted to using PEDs and was connected to the BALCO scandal. Although he publicly denied using PEDs for years, Mosley admitted during grand jury testimony, which was later released, that he used designer steroids "the clear" and "the cream" and injected himself with EPO, a blood oxygen enhancer, during the lead-up to his 2003 rematch with Oscar De La Hoya. Mosley said he took the steroids unknowingly.
"Floyd only wants to be sure of an even playing field no matter who he fights," Ellerbe said.
Mayweather (40-0, 25 KOs), a five-division champion, and Mosley (46-5, 39 KOs), a three-division champion, have seemingly been on a collision course since the late 1990s, when Mosley was lightweight champion and Mayweather was junior lightweight champion.
Although their careers took different paths, talk of a potential fight heated back up in 2006 after Mosley's two knockouts of Fernando Vargas, but talks never got too serious.
However, Mosley stepped up his call for a fight with Mayweather, 32, last year after Mayweather ended his 18-month retirement. After Mayweather easily beat lightweight champion Juan Manuel Marquez in a lopsided decision in September, Mosley crashed his post-fight interview in the ring and called him out to his face.
It didn't look like Mosley would get the fight because two months later, Pacquiao knocked out Miguel Cotto and talks began for Pacquiao-Mayweather.
Mosley, 38, hasn't fought since last January, when he upset Antonio Margarito to win his title via ninth-round knockout.

For boxing enthusiasts, it just might.

GMA News today released a report showing Manny Pacquiao (50-3, 38 KO) undergoing a routine physical prior to his bout with Joshua Clottey (35-3, 20 KO) on March 13, in which he is seen to undergo blood testing.

The camps of Pacquiao and rival Floyd Mayweather Jr. (40-0, 25 KO) recently forced the collapse of a pound-for-pound super-fight when they failed to agree upon a timetable for Olympic-style testing, which Mayweather Jr. now insists upon before every bout.

Pacquiao was amenable to random blood and urine testing taking place before and directly after the bout, but insisted on a cut-off date for testing at least 24 days before the fight. He cited his belief that the drawing of blood too close to the bout would affect his training and performance.

Since the collapse of negotiations, Pacquiao has lined up strong welterweight Joshua Clottey as a replacement opponent for March, while Mayweather will face the experienced Shane Mosley (46-5, 39 KO) on May 1.

Yet there is still hope among many boxing fans that the camps of Pacquiao and Mayweather Jr. can come to a compromise in the future for what is expected to be the biggest fight in recent decades.

The United States Anti-Doping Agency confirmed Friday that the final blood sample taken from Shane Mosley was April 12 and the final one taken from Floyd Mayweather was April 13 as part of their agreement to undergo random, Olympic-style testing prior to their May 1 welterweight boxing match in Las Vegas.

Mayweather won the fight by a wide unanimous decision. Each man was tested seven times prior to the fight and then again on the night of the fight by USADA, which will retain their samples for future testing. Each of the eight tests included required the fighters to provide urine samples; they were required to give blood four times.

Mayweather gave blood and urine on March 22, April 1, April 13 and then May 1 after the fight. He gave urine only on April 3, April 6, April 21 and April 24.

Mosley gave blood and urine on March 23, March 31, April 12 and then May 1 after the fight. He gave urine only on March 29, April 7, April 20 and April 26.

The news of the date of the final pre-fight blood draw – 18 days before the fight, in Mayweather’s case – might give hope to fans who want to see a bout between Mayweather and Manny Pacquiao.

An attempt to make the fight for March 13 failed when they couldn’t come to terms over Mayweather’s demand for random testing.

In a story written Thursday by Nick Giongco in the Manila Bulletin, Pacquiao said he would agree to a test as late as 14 days prior to a Mayweather bout provided they weren’t taking large samples.

“As long as they’re not getting a large amount of blood, I am willing to give out blood as close to two weeks before the fight,” Pacquiao told Giongco.
But if you’re thinking that concession will lead to Mayweather vs. Pacquiao on Nov. 13, slow down. There is a big difference between what Pacquiao told Giongco he’d agree to and what Mayweather and Mosley did, said Travis Tygart, the chief executive officer of USADA.

“That totally misses the point,” Tygart said of the reaction some may have upon hearing of Pacquiao’s concession and the timing of Mayweather’s last blood test. “If you know you aren’t going to be tested within the last 14 days, you can cheat and get away with it. It is our right to test at any time, 30 days before the fight, 20 days before, the week of, the morning of – that provides the deterrent. If you block out a period of time and say we can’t test during that period, then an athlete could cheat and get away with it.”

Tygart praised Mayweather and Mosley and said they fully embraced the program. They were, he said, “consummate professionals throughout the entire process.”

Top Rank’s Bob Arum, who promotes Pacquiao, still believes a 14-day cutoff is reasonable.

“Fourteen days should give them plenty of time to do what they need to do, especially in light of what they did with Mayweather and Mosley,” Arum said.

Mayweather Promotions CEO Leonard Ellerbe said he doesn’t understand why a fuss would be made over the time of Mayweather’s final blood test. Ellerbe said Mayweather boxed at least 11 rounds, and as many as 14, after three of the blood draws.

“Random is random,” he said. “It could be at any time. That’s what random means. I will say this: If and when Floyd Mayweather decides to fight again, random blood and urine testing will be part of it. Period.”
Golden Boy CEO Richard Schaefer said he heard no complaints from either fighter about the testing program, terming it an unqualified success. Schaefer said he hoped that boxing promoters and other stakeholders could get together and adopt a plan under which similar testing would become a regular part of the sport.

“I’m not a drug-testing expert and I’ve never put together a testing program protocol, but where there is a will, there is a way,” Schaefer said. “Our interest as promoters should be to have a clean sport. At the end of the day, this is protecting our fighters and doing something positive for the sport.

Mosley, a Maori tribal tattoo adorning his left shoulder, landed a hard right cross early in the second round that staggered Mayweather and followed with several more punches that threatened to end the fight early.

Mayweather demanded random blood testing style, and that means drawing blood from both fighters in the months, weeks, days or hours before the fight, during the day or in the middle of the night.

Pacquiao agreed to have it done 24 days before the fight, but Mayweather insisted on 14. The other day, however, the Filipino superstar agreed to do it 14 days or even closer, but not on the day of the fight itself.
Pacquiao bending backwards just to make the fight happen was welcomed as a sign that the fight, which could earn the fighters around $40 million each, would take place on Nov. 13 either in Las Vegas or Texas.

But an article came out of The Examiner yesterday reminding everyone that Mayweather, the flamboyant, undefeated American, wants the blood tests done as he had always wanted, on the days closer to the fight.

“I gave him (Pacquiao) a chance, up to 14 days out. But my new terms are all the way up to the fight. They can come get us whenever, all the way up to the fight, random drug test. That’s what it is,” Mayweather was quoted as saying.

Now, unless Mayweather changes his mind, the fight is not likely to happen because Pacquiao said a couple of days ago that he’s willing to undergo blood tests as long as they’re not done so close to the fight.
“Huwag lang sa day ng fight (Never on the day of the fight),” Pacquiao said.

The entire Pacquiao camp, from promoter Bob Arum, Freddie Roach, adviser Mike Koncz to the boxer himself, believes that Mayweather’s demand for random blood tests is his only way out of the fight.

“We’ve already agreed to all the terms, from the venue to the purse and to other concessions like Manny Pacquiao the ring first, when Mayweather started making demands for random blood testing,” said Koncz.

Ronnie Nathanielsz of www.insidesports.ph reported yesterday that when Mayweather fought Shane Mosley last May 1, the last ounce of blood (testing) from both fighters were drawn 18 and 19 days before the fight.

Arum said a week ago he’d try his best to “make the fight happen” and that sooner or later he would try to sit down with the Mayweather people. However, he said negotiations would be done away from the prying media.
Koncz said Mayweather knew that Pacquiao wouldn’t allow blood to be drawn from him days before the fight that’s why the fighter from Michigan asked for it.

And now that Pacquiao has agreed on the 14-day cutoff, the article comes out reminding everyone that Mayweather wants the tests done “all the way up to the fight,” even on the eve of the fight or the day of the fight itself.
“I’m afraid that once all these blood testing issue is settled, Mayweather will come up with another excuse. Maybe he’d start asking for a bigger share of the purse, which of course, again, Manny Pacquiao will not agree on,” said Koncz.

Notes and quotes from Bob Arums (Top Rank Promotions) conference call held July 17 to discuss a potential Manny Pacquiao vs. Floyd Mayweather Jr. fight.

Long story short: Top Rank Promotions had agreed with HBOs Ross Greenburg to exclusively negotiate making a fight with Floyd Mayweather Jr. up until July 17, at which time they would start looking at other possible opponents to sign and finalize a Nov. 13 bout for Pacquiao. No deal with Mayweather has been reached up to this this point, and as of today, July 17, Top Rank will now begin negotiating with other opponents in an attempt to sign and finalize a bout for Pacquiao on Nov. 13.
Arum Quote: Floyd has not said he will never fight Manny Pacquiao, and Manny Pacquiao has never said if Floyd doesnt fight him on Nov. 13 that the fight will never happen. There is always next year.

Notes from Arums conference call: - Arum got a call from Ross Greenburg (President of HBO Sports) after the Mayweather Mosley fight asking if Manny Pacquiao wants to fight Floyd Mayweather Jr., and they answered yes.
- Arum laid out terms that would be acceptable to Team Pacquiao including (an unspecified) concession they made about drug testing
- Arum would not elaborate on what concession they made about the drug testing but feels that issue was resolved
- Arum only spoke to Greenburg and never anyone from Golden Boy never talked to anyone on Mayweathers side
- Arum did have several things from Al Haymon relayed to him through Greenburg and feels Haymon was working hard to make the fight
- Arum agreed with Greenburg that Top Rank would not negotiate with any other potential opponents for Pacquiao while trying to make Mayweather fight
- That exclusivity agreement ended last night at midnight
- Arum now intends to begin negotiating with other opponents to sign a Nov. 13 fight for Manny Pacquiao although nothing is finalized now
- Arum has not negotiated with any other potential opponent up to this point
- He anticipates speaking to Antonio Margarito and Miguel Cotto in the next couple of days

- They need to sign a fight as soon as possible claiming Pacquiaos political duties in the Philippines will make press tours very difficult to arrange
Arum Quote: The deadline today is the end of our exclusivity of only trying to negotiate a fight with Floyd Mayweather Jr.. Now we can start negotiating with other possible opponents.

Arum Quote: I am sure Floyd Mayweather Jr. has a very good reason for not committing to a fight at this time. I really do believe that. Im speculating but Id have to think that possibly going in to a fight this big without his uncle and head trainer Roger Mayweather is potentially a huge issue. I know Manny Pacquiao would have the same concern if Freddie Roach were unavailable to him for such a big fight.

Arum Quote: Boxing fans need to cut Mayweather some slack. We know Mayweathers uncle and head trainer is facing some legal troubles in Nevada. I think its understandable hes reluctant to sign such a big fight without the services of his trainer.
