I know Chambers is the IBF manditory and Chagaev is the WBA. Are these mandatories going to be enforced considering Wlad just beat both of them?
Also what are the deadlines for these fights to be made?

Wlad's the WBA super champion so no mandatory. Chagaev gets a shot at the regular title which is vacant.

Oh I see that's good news. Chageav is good but he never really had a chance with Wlad

Chambers may be IBF #1 but is supposed to fight #2 Tony Thompson in a final eliminator.

I don't believe he will take that fight cos the two are friends and share the same promoter, on top of that Chambers is still young and doesn't need to be humiliated by Wlad again. Thompson on the other hand is getting old and has stated that he is seeking a rematch with Wladimir.

Chagaev is WBA #1 but since Wladimir is now WBA "SUPER" Champion Chagaev will compete for the vacant "regular" WBA belt against Povetkin. Wladimir has no obligation to fight either of them in the near future, I believe he's got 18 months or two years till he would have to face the "regular" WBA beltholder.
