It’s the quiet ones that often come out with the classics:- Upon being asked who he hit the hardest a bemused Floyd Patterson replied: “I can’t answer that unless I go around and ask every guy I’ve ever hit what it felt like.” LOL, the secondary humour to it was that I don’t think Floyd was trying to be funny - he was just answering as purely and honestly as he could. "Just because a guy didn't do it doesn't mean he couldn't have done it." That could be said for many greats who suffered from poor quality of opposition and weren't really tested.
Certainly strength of opposition (and how one did against that opposition) matters in comparing legacy and how we might want to rank people all-time on accomplishment, but it has nothing to do with how a head to head fight would turn out. Joe Frazier was far more accomplished than George Foreman when they fought. We saw what happened. One easy example but you could cite thousands.
