As it stands, I don't think there's anyone out there with enough skill to become a PPV superstar. However, Khan has decent enough skills with personality to do it.

Ward - If he keeps winning and looking good its hard for him not to be the one.
Garcia - Can he be this generations Barrera/Morales type Mexican fighter?
Russell Jr.- Definitely has the style skills and fundamentals.
Alvarez - Has the huge Chavez Sr. following crowd pleasing style but I would not put him in there with Mayweather after Mosley
Broner - Seems like the perfect Mayweather clone similar to Kobe being the perfect Jordan clone.
Gamboa - Fast crowd pleasing fighter.
    Donaire - Very technically skilled

I say each of these guys but in terms of PPV attraction material I think Broner and Alvarez is the best bet due to the bad guy role and huge Mexican following of the two respectively.

Gamboa and Donaire have the countries, but for whatever reason they are not getting as much love as they should and they both are near or at 30 years of age. Russell Jr and Ward are both great fighters and definitely will be top 10 p4p for years to come (Ward already is) at this rate but they are seen as nice guys and do not have the luxury of another country to support them into being PPV attractions similar to Mosley's career. Garcia is in the middle it depends on how Mexico perceives him.

    Donaire
    Ward
    Alvarez
    Broner
Less likely, in my opinion, but still worth mentioning; Dawson, Bute, Ioka, Gamboa, Rigondeaux, Moreno, Mares

Perez looks like a funhouse mirror Tyson.

The answer to the question: Canelo is the odds on favorite.
