Ruiz wasn't tougher than Wlad, just like Hasim Rahman wasn't tougher than vitali for Lewis. Lesser fighters can win on the night. Ruiz gets dominated by Joshua 9/10 through jab alone. But I think Usyk is definitely better than 40 year old Wlad, I just think Joshua feels it was his tactics that got him beat last time, not his ability.
Usyk isn't going for anything, he knows if he gets clipped heavy he might get staunched. AJ understands he will get outboxed again but if he presses he is open to getting KO'd himself. It will be like the first bout...but AJ is going to have bite down on his gumshield and fight like what a born and bred heavyweight should fight like...but he can't and won't because he's a bum dosser.
Well along a similar line of logic you might consider that Joshua was badly knocked down by Wlad and almost on his way out before he clawed his way back to a win, so I can perfectly see why he might consider him a tougher overall fight (mentally and physically) than Usyk. As for Ruiz, I believe Joshua simply had an off night, which is why he was so eager to get back in the ring for the rematch. Maybe he just doesn't want to give Usyk any credit, but there's a possibility he's also telling the truth from his POV.
Possibly, though it depends on what Joshua considers by the word 'tough': Usyk, who just outclassed him over the majority of the rounds and slightly buzzed him late, versus Wlad who nearly decapitated him and was hitting him with the kitchen sink for a whole round
