    The answer seems apparent...

Bad for the fans, as he seems very dictatorial in managing his fighters and has already recently been responsible for certain fights not happening (i.e. Quillin vs. Korobov), but obviously he is good for the fighters otherwise he wouldn't have been able to sign so damn many, especially a lot of high quality boxers, if it wasn't in their best interest.

    Overall bad for the sport.

The problem is he is effectively trying to create a league or a promotional company that can only fight fighters he promotes. The only outsiders that will be allowed to fight his guys will be no hopers. The Salkas of the world.

Yes, there will be pockets of good fights that happen if/when he matches his top guys against each other, but, he is further fracturing the sport.

And, yes, for now his guys are getting well paid and it is worth their while. But, this won't last.
You can see certain guys like Matthysse getting upset that they are sitting on the side or being forced to fight sub standard competition.
And you know guys are watching what is happening with Quillin and Wilder. Being forced to give up their titles and having to accept less money cause he won't allow fights to go to purse bids.
Certain fghters will defect once their deals are up.
And he has already alienated HBO. And who knows how Showtime will fit in with his new NBC Sports deal. They could out as well or only selectively approached.
