That's a fair shout. Hatton's performance against Tzsyu was never to be gotten close to again - it was all downhill from there. His win over JLC flattered to deceive, conveniently masking his decline, just prior to the Mayweather bout being made.
One could say that Hatton's decisive victory over Castillo had more to do with JLC's decline than Hatton, though. While the Collazo fight may well have taken something out of him, Hitman was still a fighter capable of producing solid results up to and including his domination of Malignaggi. I don't necessarily view Hatton as being a completely spent force for Mayweather, or Pacquiao for that matter.
