Sorry but most brits are buying this to watch ODLH and Enzo just as much as they want to see Khan, if any one of these fights were on their own i doubt many, if any, would pay to watch. In my case, if i had to choose one to watch, it would be ODLH, then Enzo - as it is a world title fight and then Khan would be last.
Wasn't Khan's last fight PPV as well? Do you think people payed £15 to watch Alex Arthur, Nicky Cook or Audley Harrison? for one not many people bought this at all, plus Khan was unbeaten and if he had won that fight a world title shot would have been very close, Nicky cook and Alex arthur was a descent british undercard aswell

The Khan bill would have been PPV either way, the Pac-Oscar fight is just a way of selling the whole package to the boxing crowd.
If they'd put it against a free bill on ITV without DLH-PAC they'd struggle for 10,000 buys i reckon.
