The only one that comes to mind is Tonny “TNT” Tucker. He managed to box 12 rounds with Mike Tyson, and Lennox Lewis (both prime), he might have succeeded with Foreman as well. He would not be the first pre-Zaire Foreman opponent to lose by points. Well, I'm not sure if he would win.
How about a rigorously conditioned Bonecrusher clinching for 10 rounds and then firing the heavy artillery?
Within the described parameters (i.e. no Holmes or Tyson, although I have doubts about the latter in such a matchup), no such unicorn exists. Gun to my head I’d go Bonecrusher with a very, very, very slight chance to win a Lyle-type shootout.

He did. It would be awful to watch and he'd have to bank on George dropping with the heat and gassing with the effort of prising Smith off him.
Witherspoon, Thomas and Tucker could get the job done, in my opinion. All three were technically skilled with good jaws and good jabs.
There are some that could at their best with everything going their way. I doubt it happens though, they were very good at finding ways to lose or folding under pressure Possibly Thomas or Tucker or Spoon. I don't give any of them more than a 30% chance.
