I don't get it CoDer. You agree that there was an ultimatum. You agree that responding to an ultimatum is not a negotiation. You also agree that Pac did NOT agree to the ultimatum. These beliefs on your part mean that negotiations could NOT have taken place because an ultimatum was given. Pac did NOT want the fight because he LIED and said he agreed to everything, but really offered 7.

Why...pretty simple, PBF thinks Pac is cheating, I mean what's the mystery in that. If asked my personal opinion, I think there is a strong chance he could be cheating, at least enough of a feeling that I wouldn't fight him without unlimited testing.
