Why wouldnt it? Smoger or Bayless or Weeks arent going to ref differently just because its in UK. US East Coast judges arent going to favor Ward or Froch. Its all about the officials not the location. Robberies happen in the US all the time, so does poor officiating. Its about the who not the where.

Number of fights held , or ratio of robberies has no bearing on the fact that it comes down to the quality of the officials. If you want to talk about comprehension, you would embarrass yourself less if you pointed out things that were actually pertinent to the point you are trying to make. On that note, you have no idea what the actual numbers of fights are for comparison nor do you have any figures on the actual comparative ratio of robberies. You also have no reason to state that Ward would not have enough leverage to get neutral officials - so thats a baseless statement. Ward also would have the ability to make a public stink about it if Hearn tried to load the officiating with biased locals. Crawford just UDed Burns in Glasgow with a Mexican, Hungarian, and Pinoy judging pool. Fighting on enemy turf is very do-able as long as you insist on quality neutral officials.
Ward needs to retire, He do not fight, He complains to much and have the lineal belt hostage. If he move up, He says there are no opponents, At 168 He only wants Chavez jr and Froch a worthless fight. The only logical move for him is to move up at least are more fight for Him there. At 168 is already cleaned and the only fight is a easy payday against Chavez jr or fight smaller Golovkin. Ward if you want to stay at 168 at least stay active Degeale, Groves, Stielgitz, Love, Dirrell brothers are good solid fights for at least stay active.
I guess Andre is such a great fighter and that he is waisting himself cause as long as you keep urself inactive you automatically lose skills no matter how hard you work in the gym and spar. Ward had a brilliant start as a gold medallist and an undefeated low profile contestant in the Showtime Super-Six Tourney. Even though, he fought always from home and under Promoter Goosen, he cleaned up the tourney and the Division, collected the belts, became a P4P top fighter and if that was not enough fought the undisputed Light heavyweight Champion of The World in Chad Dawson and stopped him at 168 pounds. The problem is that Ward doesn't want to tarnish those goods and don't want to run into risk so he even incorporated Bernard Hopkins system of questions and answers. It's a waist, I don't consider him the bigger waist out there such as Dirrell or Jermain Taylor or Pavlik, but this guy will have to rebuild everything from scratch if he doesnt get bold and start working on the negociation table.
