What makes you think they need a reason beyond 'because we want to'. Only two champions in a weight division is quite restrained for the WBA these days.
Yes, they can generate "Champions" at will, like "normal" Champion, "super" Champion, "interim" Champion, Champion "in recess", now they can install one more title Champion "in Headbutting" suits them well and Ward even better...
