Today's heavyweights generally are so much bigger an maybe as much as 50 pounds heavier than heavyweights in Alis day so with all that extra weight, it would be hard for them to be much faster as well. Besides Ali hand and foot speed was his speciality and definitely not the norm for heavyweights in his day.
Ali's hands were probably faster. It's hard to tell with film quality. Fat Andy's hands look incredibly fast in HD, but if you had HD of Ali, he would look faster.

Shorter arms can create the illusion of being faster handed. Ali’s reach was a reliably measured 78”. Ruiz reach is listed as 74” but then Ruiz’ height is recorded as 6’2” (= 74”). Ruiz looks to be actually 6’ even in height, so his reach is more likely 72” and his arms do appear short. Guys of Ruiz size can also add to the illusion of being faster handed - in so far as being very fast “for their size”. Going back in time, check out the hand speed of Tony Tubbs - fast absolute but particularly so for his size. Ruiz is definitely fast handed absolute but not Ali fast, of course. More intimately acquainted , a number of opponents (including George Chuvalo) commented that Ali’s speed was completely unparalleled and so much more sublime when actually engaging him in the ring. Bob Foster said no man had a right to be as fast as Ali was. If he was alive today, Ali would be definitely telling a few people to wake up and apologise re this particular “bone” of contention. and you thought Ruiz looked faster? In the Williams fight, especially that finishing flurry, Ali’s hands looked as fast as a fast flyweight. Ruiz was pretty quick once he got going, but they weren’t the same league there.

If we do the sort of pseudoscientific voodoo people used to "prove" Ali had faster hands than Robinson, sure, why not.
