Angelo Leo has to be one of the least confident champions in the sport, at least based on the opposition he fights.

I think this is due to him lacking any big promoter or manager backing him. I thought Leo was a cherrypick gone wrong for Lopez, and the Kameda fight happened in Japan because they put up the money for it.

I didn’t realize that, that’s a good point. Although, he is co-promoted by Top Rank, in all fairness. He’s also a 2 division champion. He clearly has some backing, I think he might have the third worst resume of any 2 division champion in the sport. A lot of the time that’s viewed as good promotional/management skill I think. But yeah, there’s definitely a chance they’re freezing him out due to his promoter.

I didn't know that TR had signed him. Unfortunately that does not say a lot right now given that TR does not have a broadcasting deal since the ESPN one ended.
Then again, Leo does have a belt and he could easily leverage it into a unification fight.
