If Arum, as Pacquiao's promoter, is given the authority to make a deal in behalf of Pacquiao, then Arum doesn't need Pacquiao's signature. Arum can sign the contract himself. But that's not the case. He needs Pacquiao to sign the contract which, btw, Pacquiao did already.
