The stuff Ortiz took is called a "Specified substance" This is a quote from the WADA website

"Specified substances are not necessarily less serious agents for the purpose of doping than other prohibited substances, and nor do they relieve athletes of the strict liability rule that makes them responsible for all substances that enter his or her body.

However, there is a greater likelihood that these substances could be susceptible to a credible non-doping explanation, as outlined in section 10.4 of the World Anti-Doping Code."

Ortiz wouldn't be the first 250lb guy at 46 years old who had high blood pressure. They were doctor perscribed. If he was trying to dope for his fight beta blockers are probably not a good choice.

I was not aware that Ortiz had failed before. What was it for?

So then clearly it's a banned substance, and it doesn't seem that there is wiggle room around that...

That is indeed indefensible. Nandro is blatant doping. However if he was really trying to dope this time beta blockers are a **** poor way to do it.

It was a big blotch in his career, and he had to come back from that.

It is banned. No way around it. Cut and dry plain and simple it is banned. However popping for these substances (which are a super common medication) is in WADA's eyes something that can be explained away with common sense. They are far less likely to be used with the intention of gaining an edge in competition. Especially a competition where you need all the adrenaline your body get.

I googled it. Nandro is clear and obvious cheating. A beta blocker is benign in comparision and may actually impede your ability to perform at your peak.

So then why is it banned in the first place?

Because WADA drug tests for all sports. A drug that would help an olympic archer keep a steady hand(like beta blockers) are as banned as the Nandro Ortiz popped for to improve his strength and stamina.

And the sanctioning body wasn't able or willing to work around this oversight?
Do you happen to know their stance on it?

No idea. It seems to me the commission has Wilder's back no matter what he chooses to do. I'm no expert but it seems shady to me.

I don't 'think Wilder chose this.
    He was distraught.
