When your opponent and the guy who can make the fight happen are issuing the challenge it's worth a bit more than words alone. Hearn has confirmed he has received a contract and that they're going through it as well, so evidently it wasn't just "talk".

Nope. But there was a plan at the time to put the winner of AJ vs Wilder against a winner of Fury vs Usyk. Wilder got knocked off the tournament, but AJ still wanted a title shot, so he went along with Turki's plan by fighting Ngannou and then getting it.
