It doesn´t matter if you use BMI, Corpulence Index (also PI) or WHtR, all of these form a dimensional ratio. Its mass (u³) per length² (u²) for the BMI and mass (u³) / length³ (u³) for the PI. To make this useful for body fat, needs the presupposition that the physique of normal people is less variable than their body fat %. For trimmed athletic men, this presupposition is not given anymore. If they got 8 or 13 BF% doesn´t give much variance, much less than their form of physique or their muscularity.

Again, we can assume that both Rocky and Kovalev are trimmed man, with Kovalev: 25.1 and Rock avr. weight giving a 26.2. Tyson at the same height of Rocky and 218lb results in 30.9, Alexis Arguello (1.78m/130lb) resulting into 18.6. Ernie Terell (1.98m/205lb), another trimmed boxer: 23.3
It becomes a stockiness-factor for trimmed people with the variable: physique.
