Tarver wasn't a bad fighter by any means. The LHW era he was in was by no means strong, but he still beat a lot of guys rated at or towards the top of 175, even if it sometimes took him 2 tries.

He was very lucky however, that he got a rematch with RJJ. That was one of the most overrated performances ever, and one of the most overblown "controversial" decisions ever.

Tarver had his chances and he didn't take advantage. Blame him, or credit RJJ for his bodywork, but he had his chance and lost a fair decision and cried about it forever like he actually was robbed.
