Kaplan was top ten ranked in the light weight division for 5 years! He had over 50 fights at the weight!
Watt was the lightweight world champion from 1979 until 1981. He was also British and European light weight champion and British ABA Lightweight champion ,he never boxed at any other weight!

Also Matty Janukowsky, who had only lost against Chavez and Gonzalez before in about hundred professional bouts, who was after that in other world championships, less than a year later (and another with Julio Cesar Chavez in 1999). Leija was a super-featherweight and over the hill (while he mainly held some IBA title), Hernandez was also a super-featherweight who went immediately back to it after the bout and was past his best, only Ruelas was rated at Lightweight, but faded and not that good.
The from you mentioned Manfredy was a gatekeeper (& WBU title-holder) at Super-Feathweight and never elite. Lazcano came up to the top around 2003 (at the bottom end of Grigorians career) and went always the WBC line.
Paez was a career-featherweight and over the hill. Spadafora was a paper-champion and very protected (his arguable best win Holbak-Pederson was worse than Clark).

You list are either from before 2002 and/ or have no significance: There are not even ranked Marquez, Mayweather, Casamayor or Diaz. All of them are a clear greater achievement in the division than de la Hoya, Mclarnin or Canzoneri. Indeed the legacy of Oscar de la Hoya at Lightweight is rather comparable of that of Adrian Broner and Brandon Rios.

Wtf does it matter if his list is before 2002? Grigorian had 6 fights after 02 and the only fight he had against a decent opponent he lost. What exactly did he do after 02 that dramatically improved his record that he should suddenly be propelled from nowhere near the top 100 lightweights of all time to the top ten??

Michael Clark had a record of about 25-0-0 just as had Matt Zegan, Maro Rudolph might have had only 13 - 15 professional fights, but was amateur world champion (defeated Oscar de la Hoya), Olympic silver medalist and long times WBC international champion (defended it many times, perhaps 4 or 5), Stefano Zoff won against two time and when reigning WBA champion Julien Lorcy, who was also long time top 10, Raul Horacio Balbi was a future WBA champion (became it few years after their fight), Matty Janukowsky lost in hundred bouts only against the Hall of famers Julio Cesar Chavez and Miguel Angel Gonzalez previous, which had together a record of about 120-0.

Just as isn't even Oleksandr Nazarov in your ranking, which made it even before 2002 (if that's the case to exclude Marquez, Mayweather, Casamayor and Diaz) pointless.
I wonder that you haven't list Arturo Gatti, Erik Morales and Amir Khan yet, as fighters which was Artur Grigorian supposed to have "ducked".

Zegan was never ranked by the Ring . Zoff was number 10 in 1999 the trouble is he fought Grigorian in2003! Balbi was number 8 in2002 he fought Grigorian in1997! Ruelas was ranked no4 in1992,no5 in93,no2 in94.
Rudolph and Janukowsky were never ranked by the Ring
