    No one.

Edit: In terms of 'competition', Fidel LaBarba fighting Jimmy McLarnin (High end ATG) three times is the winner.
    Saensak Muangsurin comes close.

He fought "semi-pro" before making it official, so it's a little deceptive. Few ams have done that.

A couple of hundred have accomplished what Loma has by the age he did it (28 ), but the gimmick of doing it in that few professional fights is rare. There are probably only about half a dozen of those, and most of them were former Muay Thai kickboxing champs or had really prestigious amateur careers like Loma and were all mid-late twenties when they did it just like him.

There are a few fighters who fought hall of famers in their first couple fights, so the competition level was actually higher, but it usually wasn't for a title.

A lot of guys like Mayweather and Pacquiao got their titles by the time they were 20-21 of course; so by the time they were 28 they'd been multiple weight champions for like 7-8 years. And when you consider that Lomachenko is three years into his professional career and has only had 7 fights, Ray Robinson (age 22) was 48 fights into his career by then and had fought the likes of LaMotta and Armstrong. In that respect, Lomachenko is taking it extremely slow and pacing himself.

Inoue's competetion is pretty crazy if you take into account the disparity in age and amateur experience, but purely on quality Loma's is way better.

Pete Rademacher fought Floyd Patterson for the heavyweight championship in his first fight, and followed that against a 40-2-2 Zora Folley. However, his next five fights after that weren't anything special.

Oleg Maskaev had a notoriously tough start to his career because of terrible management. His first fight was against 21-0 Miroshinichenko, 5th fight against 23-1-1 Joe Thompson, and his 6th fight against Oliver McCall.

Still I think Loma takes it from my examples.
