It was the first fight - but Conn's campaign for Louis began way before their fight. They were both Pittsburgh boys, Burley was after Conn for a spell. 38 at a guess.
Ah right. Conn was campaigning at LHW in 1938, whilst Burley was typically about 150lbs. I don't doubt Burley was targeting a fight with Conn, but it seems a stretch to accuse Conn of avoiding him, given the above paragraph.

Regarding Burley, and the almost mythical fighting ability that has been built around him, quite rightly of course, for decades I thought of him as a spectacular boxer, full of flair, exciting, don't know why, but I had built up this picture of him and his fighting style thus, then about 10 years ago I bought an old Ring mag, at a boxing fair in Kings Cross, and it had a 3 page long expose on the man himself, including some fine black and white photos, the gist of the article was in essense to slightly debunk the long held theory that a host of champion's including Zale palpable avoided him, lest he beat them, which in all probability he would have, the writer was of the opinion that alongside that, another reason he was not given a title shot was because, he was too methodical, rather dull, and threw punches very sparingly, according to the writer, there would be long periods in any given round where by Burley would not throw a punch, and when he did, it was a single shot, no combos, thats why, coupled with the fact the champ might get beat, the paying crowd would be sparse, so not a big payday, for a serious risk, so you can see why Zale for example would rather take on the exciting free swinging Graziano, as opposed to Burley, of course there are a few of his fights that might dispel this writers piece, or shore it up. stay safe guys.
Conn fought heavyweights, but he was never truly a heavyweight himself. He was a light heavyweight. He even fought Zale towards the end of his career. Fights against some of who I mentioned were doable, specifically Charles and Moore. According to Bill Miller, Charles did knock Conn out whil they were both in the service.
At what point do you think he avoided Moore? Could you cite a year please? They never fought in the same weight division. When Conn was fighting at HW, Moore was fighting at MW.
Moore's vulnerability was speed and Conn was lightning ... Conn also had a terrific chin as the first Louis fight proved .... Conn by decision wouldn't shock me but who knows ...
