Honestly I dont know, I'd like to hope they dont, but it it came out person x/y/z was using PEDs it wouldnt surprise me, call me cynical but I wouldnt be surprised if any top athlete in any sport used PEDs.

Clean fighters exist. But a healthy percentage of pros (amateurs too) use or have used.....in every country worldwide.

    Wlad and Vitali Klitschko-clean.
    Kostya Tszyu-clean.
    Kelly Pavlik-clean.
I'm sure a few others, but not to many from the American side.

    Floyd has to be.

Explain his long periods of inactivity as his tests that never got published.

Too many fighters are asking for testing before fights. So when active members of the boxing industry are asking for test for almost every fight. Yeah some people are using peds. Saying all is too conclusive without proof.

That is just posturing to ensure a level playing field or win a media propaganda campaign. Each participant is using, however one may be using more or have an inside edge with the particular testing federation or their guru is convinced they can better time or mask the usage of their fighter compared to the other fighters guru.

Highly likely. No single governing body= no control of random drug testing. I do think it's more tightly controlled in the UK as to be registered with the BBBoC you have to undergo random drug testing.
I think it's probably less of a problem in elite amateur boxing because there is an olympic governing body there, although that didn't stop all the Jamaican sprinters!
Boxing, of all sports, should have the tightest control over drug cheats, because taking performance enhancing drugs is just plane dangerous when you're going out there and knocking 7 shades into each other.

Some will be and some won't be, it would be naive to think everyone was clean. But I wouldn't say everyone who is elite is on PED's. Some fighters are just that gifted and dedicated. PED's alone doesn't make you elite as proven by noted drugs cheats that still got their asses handed to them like Wach, Petersen, Botha, Vargas, Hall etc.

Its mainly an American based problem i'm afraid to say. American culture seems to accept drug cheats whilst in Britain we despise it.
