Watch the video. The improvement in those records is nearly all because of the tracks changing. Plus in those sport amateurism used to be enforced. Numerous record breakers, and potential record breakers, were banned for not being amateur enough. With the cold war and state sponsored athletes, this all slowly went away, stopped being enforced, and was removed totally.
