Both. What if a judge comes from out of town (or even the country) and gets a nice room in a fancy hotel and then a fine call-girl is sent to his room? Expenses paid for by the promoter. He's not going to get that kind of treatment again if the promoter isn't happy with his scorecards.
I think quite a few are incompetent and it shows in a lot of fights with the huge difference in scoring. Sometimes its so farcial it has to be seen to be believed. As for corruption in boxing im astonished anyone thinks this. Boxing? corruption? Your having a laugh

The verry fact of having a boxing judge makes it incredibly profitable for them to be corupt. If you can predict the outcome of boxing matches you don't need to work for a living. Only the closest regulation will prevent such abuses.
Corrupt as ****. The problem is not just the money. A cop can choose not to accept bribing money and go on with his career as he pleases. If a judge does not accept bribing money, then he simply won't be selected to judge big fights. Simple as that. So, as a boxing judge you not only have to be corrupt to earn more, but it's a necessity if you want to make a career.
I dont think explicit "bribe money" is common. But I think the unspoken understanding that a certain popular or "house fighter" should be favoured is widespread. Officials want to be selected again and dont want to rock the boat with promoters and the boxing business in general. Sometimes it backfires when the decisions are really outrageous in big fights, but a lot of it happens in smaller fights, undercards etc.
Some are really incompetent, but obviously there are a whole load that are corrupt. Even when explicit bribe money is not involved, there are a whole load of perks and favors that come with going for the house fighter.
