    I think he is. I rate his Cintron wins higher than you do. Cintro was a very good boxer, not great, not elite.. but very good. He destroyed him twice, while Cintron was prime.

    His wins over Cotto and Martinez are elite level wins, no doubt... and having 2 HOF's you beat on your resume.. that's big. 3 of his 5 losses of note (not counting his early losses) were to HOF'ers. Pac, Cotto and Mosley.. and Paul Williams and Daniel Santos were both legit champs.

    He has a very good resume. It's not an elite resume.. but it's HOF worthy.
