Why would Morales indicate he'd move down if the Mayweather fight was a serious possibility ?

His other source is a quote from a fighter saying, "either im doing this or that"

Nowhere did Morales say, the fight was on. If it was, he wouldn't of said, he may move down.

And if anything, Morales quote comes off like he wants a big payday, not that the fight is definitely going to happen.
