He sure is. The truth is that Harding was considered by most to be behind Hill and Williams at the time.
A boxing mag recently did an analysis of the weakest eras in all divisions and this was the era they gave for the Light Heavys. Didn't agree with their conclusion, I think Donny Lalonde was included as well.
It was a weak era, but I think Jones' era was poorer. He was a complete standout, which Harding's era didn't really have. But the overall level of competition was stonger in the above mentioned for mine.
