Jack has been saying it's a struggle for him to make 168 for quite a while now. He weighed 183 for his last fight, 5lbs more than his opponent Bute who isn't a small SMW. DeGale was 181 when he fought against Medina on the same bill.
What seem to be the mutual factor in all so called "weak divisions" is the lack of American champions. The SMW may be weaker now after Ward and Froch, but that doesn't make it weak. You now have two Olympian, one champion, fighting to unify. I wouldn't call it weak.

Jack is way more proven at world level than someone like Beterbiev, and has the skills to expose a fairly crude guy like that. Of course all the casuals will predict him to get KO'd in a round or two.

There is no fear of moving to 160 or 175. Ward moved up and now Jack is moving up. It won't be long before De Gale moves up. Charlo moving to 160, Lara don't mind going up and them boys Hurd and Lubin is definitely gonna move. In two or three years, both of those divisions will loaded and on fire with good fights.
Super middleweights just need to pick up their dehydration game. They don't know how to do it like so many featherweights, lightweights, and welterweights. Salido even at 130 packs on 15 lbs after the weigh-in and manages to handle slugfests against top guys, so Jack putting on 15 lbs when it's a smaller % of body weight should figure it out. He gets butchered by Kovalev, Beterbiev, Gvozdyk, and schooled by Ward and Barrera at 175 if he does move up.
