Do not compare Eubank JNR to Benn. Eubank won domestic titles then fought WBSS Saunders Boxed in America Liam Smith x2 Liam Williams DeGale (granted was finished) Benn has fought smaller guys whilst being juiced to the gills.

Fair points, he did win the British title, the point I was making that he's not speaking about pushing on and boxing for a legitimate world title following the Smith win, instead he's shouting for the Benn fight, a smoke and mirrors fighter from two divisions below.
The people are clearly not idiots because they understand what "cleared to fight" means - and more importantly, doesn't mean. Cleared to fight means he can still be found guilty later by a process that hasn't concluded. Hearn has made very specific points lately that Benn "has to be allowed to earn a living" and that's the bit I can't stand. Earning a living whilst accusations of cheating are still outstanding.
He's referring to the WADA study about food, that (with the genetic trait) leaves certain athletes with a grey-area test. I think it's balls but it wouldn't surprise me if the "technicality" on which he won his last hearing was just this. UKAD doesn't have the resource to prove the WADA study wrong.
