At the highest level they fight once per year. So a 12 month ban backdated which is being discussed in this case, isn’t even a punishment. The real punishment is that those who fail will be tested more often and some will feel like going clean. That all depends on how advanced their sports science team is. But if you fail a test someone in your sports science team messed up.
I’d recommend everyone reads Tyler Hamiltons book about his experience when riding with Lance Armstrong and you’d be pretty shocked at how easy it is to pass doping tests.
