Duran reigned against top competition consistently at Lightweight, then had great wins far above his best weight, including Leonard, Palomino, Barkley, and Moore. Even his loss against Hagler was impressive. Hopkins was dominant as well, but against smaller and less skilled competition, and lacks a quality win against a prime ATG. Beating Pascal at 46 is a great feat, but beating Pascal period isn't enough to push him over Duran. Hopkins has similar consistency and more longevity, but the resume just isn't as impressive.
Bernard Hopkins ranks higher on my list of ATG because he never lost during his prime. Duran, in one stretch during his prime, lost 6 out of 13 fights.
Duran lost a lot more fights than he would of because he loved to party way too much unfortunately and hardly ever prepared properly for a fight. He would balloon up in weight like Hatton/worse and still go out fight night and kick ass. A shame he wasn't more disciplined like in the first Leonard fight, but what he did achieve irrespective was absolutely amazing and he's rightfully top 10 atg. The guy is an absolute legend. Definately rates higher than Bhop for me. Bhop isn't finished yet but I doubt he'll ever be rated top 10 atg.

Hopkins has beaten more ATG fighters. Many more. Duran fought better guys in his career, but lost to them, regardless of Duran moving up to a weight he fought at as early as 1978- Junior Middleweight. On his wins vs. ATG fighters Hopkins has to be ranked higher.
Hopkins is great, but legends are made by how they look in the ring in combination with resume. Wins are solid, but nothing is more electric and builds up hype than solid KO's or an impenetrable defense/head movement that makes opponents look downright foolish.
Duran's didn't have the wins against different types of fighters like Hopkins did. Guys who were higher up in weight.
