Plus, you have to consider the circumstances. It's not like Hopkins just grabbed a PR flag off the stage and threw it on the ground. It was a press conference to hype the fight, and both Tito and Don King were waving flags. Tito was in front of Hop waving the flag in Bernard's face. Like Hop said later, he felt he had to do something to show he wasn't intimidated.

My grandfather was Puerto Rican so I didn't like seeing Hop throw that flag, just like I don't like hearing the US national anthem booed. I was glad when Hop went to Puerto Rico and apologized after the fight. But I can also understand why he did it.
