Besides Usyk and Joshua, what are the best fights Fury could take to legitimize his legacy?

Apart from Wilder and White, someone else from the top 10 should win (I don't know if Chisora was in the top 10, and I can't check).
I think the best candidate would be Andy Ruiz Jr., followed by Joseph Parker.
In that order. Former world champions, but Andy Ruiz Jr. with multiple belts.
That would fix Fury resume, which isn't bad either (who else beat Klitschko and Wilder?).

I always thought and expressed quite clearly how much of a pretender to the throne Deonkey was and again he only stepped up to fight Fury because Fury seemed well and truly done at the time. Having said that I agree it was a thoroughly good, entertaining trilogy. In his younger Fury was an entertaining fighter, he came to fight wanted to be in brawls didn't use his physical advantages.

No one. He needs to face one of those two if he wants a legacy

Could add Parker and Ruiz to that list, flesh out his resume a bit.

If Usyk gets by AJ which he should provided he’s focused with all that’s going on. Then Firy needs to fight him and beat him for his legacy and historical significance as the best of his era without question and a place among other Atg’s. So to answer the question no one

Yes, the division is very thin.

People are also saying Parker who os legitimately 1-1 against Derrick Chisora.

People are saying Ruiz, who disgraced himself.

There isn't much out there, because promotors haven't developed the young guys.

Joshua may be the only fight worth hanging around. And that only if Joshua wins the rematch.
Fury vs Usyk would be fun but not very marketable and Fury would get zero credit for beating
him. I wish Fury would fight him and end the Usyk is god fanboy BS but not bloody likely.

    this is correct.
but if Fury "clown ' Joyce complete outclass 'schooling "" very one side 'beating down" ? with ease, easy easy win?
if think you even must question how good Joyce really was.

Usyk and AJ are the answers here really.

If besides them he went on and stayed busy beating top ten guys like Joyce, Ruiz and let's say a touted prospect like Jared Anderson over the course of 12-14 months they wouldn't be career defining wins but it would make him look good when people are looking back on him and evaluating his career.

He just needs to unify and then add few defenses. The defenses don't matter too much because the other contenders are not fighting each other. Joyce is a good call. Maybe Hunter. Parker probably earned it, but I really don't want to see it. Watching Parker fight with no passion is the worst.

    I'd say:
Usyk to unify (rematch ONLY if it's a great fight)
AJ (if AJ somehow gets past Usyk, than this is the unifier and we swap places)
    Joyce
Hunter (you can make a Ruiz argument, but I don't want to see that disgraceful tub o lard unless he comes of a string of awesome performances with his weight completely in check)
Wilder 4 (Only if Wilder beats some contenders to earn his way back up) Fury vs Wilder has proven to be a fan friendly exciting match up, so go out on that as your retirement match win or lose.
