Are all professional, stay out of the action, handle difficult situations well, and most importantly protect the boxers and stop fights at just the right time. I can't recall a bad decision by either.

Worst: Smoger, Lawrence Cole, Arthur Mercante Jr

I can't believe no one's mentioned Mercante Jr. He's probably the worst ref ever. Just a youtube search gives a good survey of his worst travesties...https://www.youtube.com/results?search_query=mercante+jr
He's grossly influenced the outcome of so many fights, and too many fighters have been seriously injured under his incompetence and negligence.

His handling of Cotto-Foreman is the most atrocious handling of a fight I've seen. He actually made Foreman keep fighting when his corner wanted the fight stopped, and he was injured and taking a beating. And coaching Foreman too

Though there might be worse refs than Smoger, he should be mentioned because his good reputation is undeserved. He too often lets fights continue too long and lets fighters take unnecessary punishment. The most glaring example is Kirkland-Tapia, and letting Tapia get hit with several punches too many, and one huge shot that concussed him that a top ref should've prevented.

Several other refs are blowhards who seem to care more about shouting catch phrases and drawing attention themselves than protecting the fighters safety. Like Nady, Cortez

 

Worst Tapdasan unbearable ego. He is so far up himself and has to get his head in everything. Dosen't know basic stuff like keeping on the open side when there is a southpaw in the fight. Is even worse as a judge.
Smoger too slow to break and is not well versed in the rules. At a title fight in australia the lights failed after 8 rds. The supervisor didn't know what to do so put it on Smoger to make a decision. He went to the cards. He should have ruled a no contest.
