I'd put Zapata ahead of Calderon.

    Lora ahead of Jofre.

Winky is as a good a shout as any I guess...but maybe Benitez or Kalule.

    Heavyweight: Muhammad Ali
Cruiserweight: Carlos De Leon (I suppose)
    Lt. Heavyweight: Willie Pastrano
    Super Middleweight: Roy Jones Jr.
    Middleweight: Sumbu Kalambay
    Jr. Middleweight:
    Welterweight: Wilfred Benitez
    Jr. Welterweight: Nicolino Locche
    Lightweight: Pernell Whitaker
    Super Featherweight: Floyd Mayweather Jr.
    Featherweight: Willie Pep
    Super Bantamweight: Wilfredo Gomez
    Bantamweight: Miguel Lora
    Jr. Bantamweight:
    Flyweight: Miguel Canto
    Lt. Flyweight: Hilario Zapata
    Strawweight: Ricardo Lopez

The two vacant weight-classes are pretty much made up of the leavings of the surrounding ones.

    Heavyweight: Muhammad Ali
    Cruiserweight: Dwight Muhammad Qawi
Lt. Heavyweight: Harold Johnson. Probably the toughest division to pick from.

Welterweight: Benitez. Could also give this to SRL.
Jr. Welterweight: Nicolino Locche just over Perkins, Loi, and Mamby.
    Lightweight: Pernell Whitaker
    Super Featherweight: Floyd Mayweather Jr.
Featherweight: Willie Pep (HM to Pedroza)
    Super Bantamweight: Wilfredo Gomez
    Bantamweight: Miguel Lora
    Jr. Bantamweight: Gilberto Roman.
    Flyweight: Miguel Canto
    Lt. Flyweight: Hilario Zapata
    Strawweight: Ricardo Lopez
