    Tyrell Biggs.
Many less talented Heavys held a version of a title at some point.
With better management and better matchmaking Ty could have got a title.

He had good management and matchmaking. He developed a coke problem and his form suffered. He was on track in early '86 and beat James Tillis more easily than Tyson did. Later in '86 his form seemed to drop and he struggled badly with a faded Renaldo Snipes and in early '87 he struggled with a fat, fading David Bey. Then the Tyson beating ruined him. Tyson was the unified champion during Biggs prime, what other championship could he have won? Fighting Tyson was the only option.
