If you ask me, the division was thin, cleaned out mostly by Cuevas in the late 70s

 

Can't see a good argument against Leonard. Best resume and H2H overall of the 80s in his division. Beat the 2nd best fighter of the 80s as well.

Pipino's reign lasted 4 years to Tommy's one year. But due to styles, Tommy was able to take him the way Norris took leonard

 

It might be because of Tommy style that he was able to take him out in 2Rds, but it was also because of the fact Tommy was a much greater fighter than Pipino and on another level.
