Not "best ever" by any means but I do think of these ever since:

Bradley vs. Maidana, Maidana pulled out later legitimately admitting in an interview his injury was faked

Maidana vs. Guerrero, Guerrero pulled out when he tore his arm off in training and shelved for a long time

Wait, what?! I didn't know Bradley-Maidana was ever even a thing... Why would Maidana fake an injury to get out of a fight with Timmy?

Mayweather/Pacquiao in 2010, when first scheduled. Having said that, it was never truly official so may not count.

    Margarito - Mayweather
Floyd literally pooped his pants when Tony merely walked up & asked : Why wont you fight me " ?
Imagine if Floyd saw him standing across the ring waiting for the opening bell to ring so he could tear Floyds head off/ ROFL Floyd was terrified pf Tony watch it on You tube

A bit on the smaller scale in significance, but Rosado-Kirkland was in the makings(and I think even agreed to) before Kirkland started demanding a lot more money. Would have been a really fun fight.

Also a fight that was on the table for years, but never close to being made was Uchiyama-Miura II. No idea why they never fought again. Both ended up retiring at the same time.

Wilder-Povetkin was a big one that got cancelled due to Povetkin's shenanigans.

    Time to move on.

But was it a fight that was really going to happen? I know Arum tried to make it but Floyd wanted more money. And didn't Floyd also leave Arum at the same time?

Seems like it could have happened in 2006. But Floyd chose Baldomir and to cut ties with Arum. Margarito then lost to Williams in 2007 after Floyd had just fought De La Hoya.
