I looked at France but could only come up with Andre Lenglet, Georges Carpentier (he did fight for the title) and Rodriguez. I also looked at Puerto Rico and came up with Fres Oquendo, Joe Roman, Pedro Agosto and Ossie Ocasio and couldn't come up with a 5th. Hard to get that 16th team.

Bingo, I think Austria should be our 16th country.
    Weinert
    Risko
Root(Austrian born at the time, now in the Czeck republic)
    Lazek
    Weiden

    Alphabetically we have the following;
    Argentina
    Australia
    Austria
    Canada
    Cuba
    England
    Germany
    Ireland
    Italy
    Jamaica
    NewZealand
    Nigeria
    Russia
    South Africa
    Ukraine
    Wales.
Matching the first with the last and so on, we get the draw below.
    Argentina v Wales
    Australia V Ukraine
    Austria v South Africa
    Canada v Russia
    Cuba v Nigeria
    England V New Zealand
    Germany v Jamaica.
I propose we rate the fighters 1 to 5 and box of, based on resumee, in reverse, for example the first match-ups are Argentina V Wales as follows.

I would agree with your Australia-Ukraine picks. On the Argie-Welsh competition I would go with Bonavena, Firpo, Petersen, Erskine, Farr for a 3-2 win for Wales. And for the Austria-SA matchup I would go with Risko, Coetzer, Knoetzee, Sanders, Coetzee for a 4-1 SA win.

I thought long and hard on Weinert-Knoetzee but wins over Sharkey and Firpo, plus a longer career, surely top a Bobick blow-out?
Root beat Hart, McCoy and Gardner and lost very little while Coetzer lost every time he stepped up. H2h I'd go with your selections, maybe but on achievement?
I also strongly favour Peralta over Petersen on resumee but Jack was a good boxer, H2H it could be close.

Matt, I agree with your Italy-Ireland, I only disagree with Solis-Bygraves on your Cuba-Jamaica fracas, but on Canada-Russia I'm a bit lost I'm embarrassed to say. Who is Ferguson?

Dont be embarrassed, maybe I'm sad!
It's Sandy Ferguson, 1900's heavyweight and probably the best of the white fighters after Jeff but an out an out alcholic.

It is interesting that this bout comes down to Gomez vs Mason. I think that Gomez might rise to the occassion on this one and beat Mason. Should we call for a deciding vote?
