    Who would this be ?
So many alphabet champs post 80's so anyone winning a version doesn't count.
Who's the best heavyweight in your opinion who never managed to win the title or a version of it ?

David Tua, Jerry Quarry, and Ron Lyle come to mind. Ken Norton held the WBA belt for a short period of time.

Norton for me. Although in my eyes he will always be HW champion from September '76 to June '78.

Lights blue touchpaper and stands well back...

Yes, but he is also the answer to the trivia question "What heavyweight champion never won a title fight?" If you read the question as phrased, Norton qualifies. He never "won" a world title; he won an elimination bout and was later given the title when Spinks was stripped.

Regardless, I will always think of Norton as WBC champ who lost his title to Larry Holmes. There is a legacy involved there. Now for me to answer this question, I always seem to have a revolving eight fighters that I probably once put into an elimination tourney while daydreaming. They are in no apparent order

    Zora Folley
    Eddie Machen
    Oscar Bonavena
    Jerry Quarry
    Ron Lyle
    Earnie Shavers
    Jimmy Young
    Gerry Cooney

Golota and Razor Ruddock were also very good.
