Me too, ultimately though Lewis was finished - it would've been very difficult for him to turn up in much better condition at that point. This isn't like Fury-Wlad where a rematch would've told us whether the superior fighter still had enough left in the tank to come back better and correct the record... Lewis had no record to correct against Vitali, despite being in terrible condition against Vitali at just about his best.
Lewis is the best HW fighter to have still existed in the 21st century, but if we're going on achievement in the 21st century, I'd have to go with Wlad. Fury has the two most impressive wins though. Fury could have been, but ruined it for himself.

It is clear and away Wladimir; I think Usyk has done enough to claim the mantel of second and Vitali third.
Probably Wlad, under this time limit criteria, though I do rate Lennox Lewis far higher in a P4P and a career sense. But Lewis did a lot of his good work in the '90s. Wlad probably steals it on longevity though I've never been a huge fan. I have a lot of respect for how he came back after his losses. But I do feel he ruled over a fairly weak era, albeit for a long time. Under Manny Steward he was better, and played to his strengths more, but I don't think his opposition was never top notch. Perhaps watching him get starched, at the time, by Sanders and Brewster, when he was being touted as the next big thing tainted him somewhat in my eyes. Possibly controversial, but I do not have him in my top 10 heavies. I rate Usyk higher as well, in a career sense, but he hasn't the longevity at heavy at this stage.
