Soto fought for vacant titles, cause he scared Pacquiao and Valero into not fighting him, by scaring them into vacating those belts, when Soto was the #1 mandatory contender to Pacquiao's and Valero's then WBC Titles. Both Pac and Valero choose to vacate their WBC Belts to avoid defending it against their mandatory challenger-Humberto Soto, because both were too scared to fight Humberto Soto.
It's Chavez by a mile. As for second best Mexican fighter I'd say Morales, but Barerra and Lopez are also worthy.

Not too fussed who people have as the better of the two, I just think the Carbajal wins are that good they move Gonzalez about Lopez. Then Margarito and Soto, with Margarito ahead due to his wins over Cintron and Cotto.
