Of ethnicity or origin? if the former, Naseem Hamed topples the list, Amir Khan would be up there too. If the latter, i vote for Mahyar Monshipour

Technically Khan is Pakistani, which is in the Indian Subcontinent, not the middle east. Good call on Naseem and Mahyar. They probably are the two best, at least from what I can think of.

Obviously there is a lot of Jewish fighters who may consider themselves of the area, they would dominate.

Of the more modern eras, Hamsho and Foreman were a level above Salem and Takaloo.

If we're going by ethnicity, don't forget about Nedal Hussein & his brother Hussein Hussein both fighting out of Australia by way of Lebanon. Apparently Nedal had nightmarish punching power, at least according to several of his former opponents. Hussein Hussein was also very dangerous, but after losing in exceptionally violent fight to Jorge Arce his career wound down really quickly.

Mehdi Sahnoune was from France, and I can't find any info about his ethnic origin. But he has a Shi'a name, so I'm guessing his family hails from Iran, Lebanon, or maybe Syria.

Omar Sheika was Palestinian American I believe.

This just in: Mehdi Sahnoune was ethnically Algerian which is North African, not Middle Eastern.

Very few. Middle eastern born top Arab boxers are rare. In fact sports is not there thing as most are short and their came from ancestors living in the desert where being short and slight of build in was an advantage to getting by
