Most footage we have of greats from around this time period, shows some pretty sloppy stuff, but I haven't seen enough to give reasonable answer. From what I've seen I'd go with Gene Tunney.
It's hard to know without much footage. But Benny Leonard has to be near the top of the list. Jimmy Wilde might be in the mix for that distinction too.

Gotta be honest, I werent impressed with Barney Ross at all. I don't get the fuss. I'll look up some Packey McFarland fights.
This is another guy I feel like I'm missing something with, I watch him and I don't see anywhere near as much skill as someone like a Burley or a Tunney, but people rave about his skills.
Never heard of Teddy Yarosz before, but I was impressed with the 3 minutes of footage I saw, but there doesn't seem to be much film of him available.
Nothing to much really out there unfortunately that I have access too... Read and research from the people who were there to see,,, It's one of things like Greb ... but Packey was caught in between 2 divisions. LW was 133 and he fought at WW but successful at both .. there is a youtube video out on an interview about him .. It is interesting .. And the LW title fight between Wolgast and him that never went off .. read up on that .. it was , as some say the most highly anticipated fight in Years that brought non boxing fans into the sport as fans
There's tons, but boxing really apexed (in all aspects) in the 40s IMO. Some who came to mind upon reading the thread title: Barney Ross Ceferino Garcia Gene Tunney Tommy Loughran Max Schmeling Jimmy Wilde Tommy Gibbons Freddie Steele Joe Louis Then there's the endless list of brilliant early lightweights. And one who would be on this list, but I'm waiting for footage to re-emerge, is John Henry Lewis.
Ross, Loughran, Schmelling and Gibbons I've seen bits of to varying degrees, but was never really impressed with any of them. Joe Louis goes without saying, but he was a bit of an outlier at HW IMO. Two people have said Steele, so he's been bumped up my list.
