Since the Bivol fight doesn't look like it will happen anytime soon, Beterbiev should move up to CW. How would he do at CW? Could he win a title there?

The only way Beterbiev wins a strap at CW is by avoiding Jai Opetaia. He should get in as soon as he can though because Opetaia is going to hoover up all the belts pretty quickly after he disposes of Briedis.
I can imagine the Saudis staging a Cruiserweight super fight if Beterbiev unifies with Bivol and Breidis looses to Opetaia Beterbiev will dispatch Badou Jack (For his health Badou Jack at his age and heavy mileage should not fight Beterbiev)
Yes for me he comfortably wins a world title at CW. Knocks out both Makabu and CBS, once Goulamirian steps up somewhere meaningful and fights someone with a pulse Beterbiev outpoints him and the Opetaia fight is a 50/50.
I can honestly see Beterbiev moving up to CW to hunt all the belts down in that divison looking to go Undisputed a second time,if that’s what he decides I can see him achieving it as well . Beterbiev v Opetaiai would be a great match up and I think Beterbiev wins that war .
I'm not sure why so many are so sceptical about Beterbiev doing well up at CW or rather would of had he moved up there in his prime. Firstly, he possesses elite level skills and he can box on even terms with anyone and he has a very difficult style to deal with.
